4.0 Policy
The policy of Casper College is to ensure the following:
4.1 The use of non-motorized vehicles is permitted on campus only as a means of transportation.
4.2 Pedestrians have the right-of-way on all campus sidewalks and walkways.
4.3 Every person using a non-motorized vehicle shall exercise due care and reasonable caution to prevent injury to others, to self, or to property. This includes traveling at a reasonable and safe speed.
4.4 The following acts are prohibited:
4.4.1 Stunt riding or other acts or maneuvers which may endanger the rider or others, create a disturbance, or damage property.
4.4.2 Use of non-motorized vehicles on ramps, curbs, benches, stairs, or other such structures.
4.4.3 Use of non-motorized vehicles inside any College building.
4.4.4 Riding of non-motorized vehicles in a dismount zone.
4.5 Persons using non-motorized vehicles on College streets and roadways do so at their own risk, and must obey any applicable traffic regulations or laws. This includes obeying all posted traffic signs and traffic control devices.
4.6 Persons using non-motorized vehicles on campus must obey all applicable laws and regulations, including but not limited to the City of Casper Municipal Code Chapter 10.64.
4.7 The College assumes no responsibility for the care and protection of any non-motorized vehicle, attached accessories, or contents at any time.
4.8 Parking of Non-Motorized Vehicles
4.8.1 Non-motorized vehicles may not be parked or stored in hallways, entranceways, stairwells, or common areas or be locked to handrails, banisters, railings, poles, landscaping features, or fences.
4.8.2 Bicycles must be parked in an approved bike rack when not in use.
4.8.3 Non-motorized vehicles may be stored inside a student’s on-campus room or apartment.
4.8.4 Non-motorized vehicles found attached to or blocking an entrance or exit will be immediately removed and confiscated. Confiscated vehicles may be retrieved at the Campus Security Office.
5.0 Definitions
5.1 Campus. All buildings, structures, grounds, fields, and parking lots owned or leased by the college.
5.2 Dismount Zone. A designated area, marked with ground graphics and/or signage, in which users of non-motorized vehicles must dismount and walk their non-motorized vehicle.
5.3 Motorized Vehicle. A vehicle that is self-propelled by an engine or mechanical device that may or may not require a state license, including but not limited to: automobiles, motorized or e-scooters, hover-boards, motorized or e-bicycles, and other similar devices.
5.4 Non-Motorized Vehicle. Any device upon which a person may ride, and which is propelled exclusively by human power. These devices include but are not limited to: bicycles, unicycles, skateboards, longboards, roller/inline skates, scooters, and other similar devices.
5.5 Stunt Riding. Any use of a non-motorized vehicle for non-transportation purposes, including but not limited to: jumping stairs, sliding along rails or landscape features, or any other activity in which the wheels leave the ground and may result in a disturbance or danger to the College community or damage to property.
6.0 Responsibilities
6.1 The Director of Campus Security is responsible for ensuring compliance with this policy.
7.0 Procedures
7.1 Citations. Campus Security is responsible for the enforcement of non-motorized vehicle policies and is vested with the authority to issue citations for the following violations. Citation fines are set by Campus Security under the direction of the Vice President of Student Services, and are subject to change. The issuance of a citation does not preclude the issuance of additional citations for the same or a similar violation on subsequent days or on the same day.
7.1.1 Improper parking
7.1.2 Careless riding or traffic violation
7.1.3 Riding in a dismount zone
7.1.4 Riding in a College building
7.1.5 Failure to yield to pedestrians
7.1.6 Stunt riding
7.1.7 Reckless riding
7.1.8 Failure to comply with Security Officer
7.2 Citation Appeals. All individuals (students, employees, and campus visitors) are expected to pay citation fines within 30 days of the issuance of the citation. Individuals wishing to contest a citation may submit an appeal to Campus Security. Appeal forms may be obtained online and must be submitted within 30 days of the issuance of the citation.
7.3 Registration. Individuals are encouraged to register their non-motorized vehicle with Campus Security to assist in owner verification and loss prevention efforts.
7.4 Abandoned vehicles. Non-motorized vehicles which have not moved for 14 days will be considered abandoned and will be confiscated by Campus Security. Confiscated vehicles may be retrieved at the Campus Security Office. Vehicles that are not retrieved by the individual will be subject to College property disposal procedures.
7.5 Repeat violations. Individuals who repeatedly violate regulations will be referred to the appropriate organization (ex. Dean of Students for students, Human Resources for employees, and Casper Police Department for visitors) for review and disciplinary process.
